Darrin R Smith, P.E.
Darrin Smith is the principal owner and founder of Carter Run. He is a licensed Professional Engineer in various states including the Commonwealth of Virginia. He has over 30 years of experience in the Civil Engineering field and has been licensed for nearly 25 years. Throughout his career, he has worked at several Civil Engineering Companies of various sizes, including ownership and senior level management positions.
The majority of his work experience has been focused on Land Development including commercial projects of all sizes, residential subdivisions, including multi-family residential. He worked several years directly for a development company where he sucessfully completed several large scale commercial developments where he was responsible for nearly every aspect of the work, including conceptual design, jurisdiction approval, permitting, civil engineering design, construction management and overall project management. This invaluable experience allows him to understand a project from all sides and he always considers feasibility and practicality in all designs and projects.
He has worked all across the country and in numerous jurisdictions. He has always been able to quickly learn jurisdictional guidelines and codes for permitting. In addition, he works very well with municipal agencies, staff and elected officials to resolve any conflicts or issues that may arise on a project.

Adam Baxter, P.E.
Adam Baxter is an associate and project manager for Carter Run. He is a licensed Professional Engineer in the Commonwealth of Virginia and is a United States Army Veteran who served in multiple overseas operations. Mr. Baxter attended George Mason University after his military service where he obtained a Bachelor of Science in Civil and Infrastructure Engineering.
Throughout his career, Mr. Baxter has worked with a large General Contractor in the construction management field and for two large Civil Engineering Firms. Much of his work experience has been focused on Land Development including commercial projects of varying size, residential subdivisions, including mixed use and multi-family communities. His construction background gives him a unique perspective on the constructability of projects and allows him to incorporate that into his planning and design.
Mr. Baxter thrives at problem solving as well as practical application of complex engineering principles. His focus and dedication set him apart as a unique engineer who is adept at bringing projects to a successful close.
